Why can't I comment on a forum?

The posts and comments are visible to all website visitors but they are not able to comment without logging in.

The forum on the technology that we provide has been set up in the way provided through regulatory guidance. The posts and comments are visible to all website visitors but they are not able to comment without logging in. On the SEC website, they specifically state "Under Rule 303(c), an intermediary must provide on its platform communication channels by which persons can communicate with one another and with representatives of the issuer about offerings made available on the intermediary’s platform but the intermediary is required to restrict posting of comments to those persons who have opened an account with the intermediary on its platform."
